A Richmond RCMP officer being investigated for alleged links to child
pornography was investigated three years ago by an RCMP disciplinary
board. In 2004, the Mountie -- then a junior constable with the North
Vancouver detachment -- faced allegations he tried to negotiate sexual
favours from a 15-year-old girl. Khomphet (Kam) Khamphoune, now 33,
was later cleared after a four-day hearing before a disciplinary board
of senior RCMP officers.

A teacher at Terry Fox Secondary was arrested last week on charges
of sexual exploitation. Gordon Belec, a 36-year-old Maple Ridge
resident, has been charged with one count of sexual exploitation
of a minor. Police say Belec, a Grade 11 English teacher, is alleged
to have been in a relationship with a student from the school.

the court proceedings for the Terry Fox Secondary teacher who was
allegedly "romantically involved" with a student have
yet to begin, a Centennial Secondary teacher started his conditional
sentence last month after pleading guilty to charges under the same
Criminal Code of Canada section. The NOW has learned that Scott
Bancroft, a teacher at Centennial Secondary who also coached extra-curricular
sports teams, pleaded guilty to one charge of inappropriate touching
of a minor for a sexual purpose in December.

A Richmond RCMP officer has been arrested following a weeks-long internal
investigation linked to child pornography. Just three years ago, the
officer was a constable for the North Vancouver RCMP, where he was
accused of trying to negotiate sexual favours from a 15-year-old girl,
The Richmond Review has learned. In that case, the officer was charged
under the RCMP Act with disgraceful conduct. But he was ultimately
found not guilty by a three-person RCMP panel, who found that the
bulk of the evidence supported the officer’s version of events.

A Richmond RCMP officer is under investigation for child-pornography
offences. "This is certainly not something we like to do, but
when allegations are made at this level that are this serious, we
take them seriously and we act quickly to determine the validity of
these allegations," said Cpl. Peter Thiessen. "And if charges
are warranted, we will absolutely forward them to Crown." The
officer was arrested on Jan. 27 and is suspended with pay.

A man convicted of sexually touching kids in B.C. faces sex charges
in Nova Scotia. Roger Edouard Mercier, 38, a former schoolteacher
in B.C. and Nova Scotia, is accused of molesting a young boy in Halifax
over a five-month period. He was remanded in custody until a Feb.
13 bail hearing. Mercier, a former Langley elementary school teacher,
was convicted in 2001 on five charges of sexually touching five students,
aged 10 to 13, in 2000 and sentenced to three months in jail. ©

The executive director of Surrey Metis Family Services was arrested
Wednesday and flown to Toronto to face child sexual assault charges.
Bill Lee, 67, was inside the office of the Surrey advocacy society
when police executed a Canada-wide warrant that had been issued
for a pair of assaults that occurred in the 1970s. According to
Toronto police, the victims who came forward with information a
week and a half ago, were between six and 11 years old at the time
of the alleged assaults.

charges in Ontario that date back nearly 20 years. Toronto police
say the charges against Bill Lee, 67, of Surrey involve allegations
from two children who were between six and 11 years old at the time
of the alleged incidents. Lee, who is with Metis Family Services,
faces five counts of indecent assault and two counts of buggery.
He is to appear in a Toronto court tomorrow after being arrested

The RCMP have reopened their investigation into allegations that
dozens of Richmond firefighters sexually assaulted three teenage
girls in the 1970s. Cpl. Peter Thiessen said a person came forward
with information, and an investigation that was dropped in the 1990s
has been reopened. "She apparently approached a lawyer, who
approached the RCMP," said Bryce Gilfillan, a fire captain
for 18 years who said he was ostracized and forced to retire after
co-operating with the earlier probe.

a third investigation. The B.C. College of Teachers confirmed on
Wednesday that it is conducting its own probe of Mary Ann Coren,
53. The probe, said BCCT spokesman Mykle Ludvigsen, is based on
reports from Langley RCMP. In early October, police charged Coren
with four counts of assault alleged to have involved four students.
