A pedophile with a long history of breaking his parole conditions
also stole the keys to a residential facility in order to
make duplicates.
The behaviour of Shaun Joshua Deacon, 41, in that incident
and others is reviewed in a National Parole Board "post-release
decision sheet" dated Jan. 25, 2007, and obtained
by The Province. In it, parole-board members vote to continue
requiring Deacon to live in a community residential facility
for a further 90 days.
Last fall, it was revealed that Deacon was residing at
the Salvation Army Harbour Lights facility on East Cordova
-- the same facility he was staying at when dealt a two-year
jail term for being in the company of a 10-year-old boy
in 2001.
After serving his sentence, Deacon was released to the
Okanagan Halfway House Society in Kelowna and was under
24-hour supervision. He arrived at Harbour Lights on Aug.
30.
In last month's NPB decision, it was revealed that special
conditions placed on Deacon include a ban on possessing
images of children and on possessing a BlackBerry or similar
device that can access Internet or e-mail without the
knowledge of his parole supervisor. Deacon is also to
participate in a sex-offender program and receive psychological
counselling.
Since his release, the parole board noted, Deacon has
had behavioural problems. It called his theft of the key
"a matter of serious concern."
